Millennium Development Goals (MDGs) Progress Report Indonesia (2007) shows that the provinces of Nusa Tenggara Timur (NTT), Nusa Tenggara Barat (NTB), Papua Barat and Papua are the four least-developed provinces in Indonesia.

Approximately 23% of the population of NTB, 28% of NTT, 33% of Papua  and 39% of Papua Barat are classified as very poor. Most of the poor live in rural areas and depends on subsistence farming for their livelihoods. These four provinces suffer from increasing rates of child malnutrition and maternal and infant mortality. School participation levels are low and drop out rates are high. 

In addition to these MDGs indicators, various dimensions of poverty are routinely captured by a range of other indicators covering health, education, housing, gender, and employment and compiled through regular national statistical surveys. NTT, NTB, Papua and Papua Barat invariably rank poorly in each of these categories. In this context, AusAID, through its ANTARA program, is currently committed to supporting local governments in both provinces to improve governance, accelerate economic growth, and improve access to and quality of basic services.
